About the Oregon Supported Employment Center for Excellence (OSECE)
What Does OSECE Do?
The Oregon Supported Employment Center for Excellence (OSECE) is charged with providing high-quality training, technical assistance, and fidelity reviews for IPS Supported Employment programs across the state of Oregon. As an Oregon Health Authority (OHA) funded center, OSECE is committed to ensuring IPS service provision in Oregon is not only high-fidelity but meets the unique needs of each program’s community.

History of OSECE
OSECE has provided training and technical assistance to IPS Teams in Oregon since 2013. Housed initially with Options for Southern Oregon, OSECE moved to Portland State University in 2025.

What Is IPS and Who Is it for?
IPS stands for Individual Placement and Support, a service-intensive form of supported employment services dedicated to meeting the needs of people diagnosed with Serious and Persistent Mental Illness (SPMI). Originally developed by the Dartmouth Psychiatric Research Center, IPS functions as an evidence-based practice in supporting mental health recovery as well as supporting psychosocial rehabilitation outcomes related to financial independence, meaning-making and belonging, and independent living skills.
